In a small bowl, combine the avocado oil, garlic powder, salt, red pepper flakes, and fresh ground black pepper.
Drizzle over the salmon filets.
In the bottom of your instant pot, combine the water, lemon juice, and parsley.
Place the trivet in your Instant Pot.
Place the frozen salmon filets on top of the trivet.
Close the lid and set to sealing. Set the Instant Pot to Manual High Pressure for 5 minutes. (Add additional time for thick or especially large filets.)
When the time is up, do a quick release. If you would like your salmon to be a bit more well-done, leave the lid on before removing for up to 5 minutes.
